Monmouth Shire Hall Transformation Reaches Key Milestone Ahead of 2027 Reopening
We are proud to have completed our scope of works in the £2.8 million transformation of Monmouth Shire Hall on behalf of Monmouthshire County Council, marking an important milestone in the redevelopment of one of Wales’ most significant heritage buildings.
While our delivery programme is now complete, the wider Shire Hall redevelopment continues, with the enhanced Monmouth Museum expected to reopen to the public in early 2027.
Funded through the National Lottery Heritage Fund (NLHF), the Welsh Government and Monmouthshire County Council, the project is bringing the Museum’s collections, including the internationally significant Admiral Lord Nelson collection, back into the Grade I listed Shire Hall. Once complete, the redeveloped building will provide new galleries, learning facilities and community spaces designed to engage a broader and more diverse audience.
The redevelopment represents an important step in Monmouthshire County Council’s ongoing commitment to enhancing the town’s cultural offer, improving access to heritage and creating a more sustainable future for the Shire Hall and its collections.
Procured through the UK Leisure Framework, owned and managed by Denbighshire Leisure Ltd, the project brought together a specialist team with extensive heritage experience, including Greenwood Projects, Savernake Property Consultants and Redman Designs.
During our delivery period, the project faced a significant challenge when the original main contractor, Curo, entered administration in May 2026. Through close collaboration between Alliance Leisure and Monmouthshire County Council, a swift contingency plan was implemented, enabling Hensall, who were already delivering the project’s mechanical and electrical works, to step into the role of main contractor. This ensured continuity and enabled our programme of works to be delivered successfully.
Once complete, the transformation will include enhanced gallery spaces which will showcase Monmouth’s rich history alongside the renowned Nelson collection, complemented by flexible learning areas, community facilities and improved access to the museum’s collections.
Extensive improvements have also been made to the building’s infrastructure, including a new Building Management System, energy-efficient LED lighting and upgraded heating systems. These upgrades will provide improved environmental conditions for valuable artefacts while supporting the building’s long-term sustainability and operational efficiency.
Refreshed entrance spaces and improved interpretation will create a more welcoming visitor experience, while flexible spaces will support an expanded programme of exhibitions, events and community activities when the museum reopens. The project also enables the reinterpretation of the Shire Hall’s historic Chartist courtroom and holding cells, creating new opportunities for visitors to explore Monmouth’s social and political history through engaging and accessible displays.
With more than 25 years’ experience delivering transformational community assets, we work with public sector partners to create places that support wellbeing, culture and community connection. The Shire Hall project represents another example of how investment in existing buildings can unlock wider social, cultural and economic benefits.
Dave Spencer, Business Development Manager at Alliance Leisure, said:
Projects like Monmouth Shire Hall demonstrate how thoughtful investment can breathe new life into heritage buildings, creating lasting cultural and community benefits. While Alliance Leisure is widely recognised for transforming leisure facilities, our expertise extends to creating and delivering places that support wider community outcomes, including culture and heritage projects such as this.
We are proud to have played our part in helping Monmouthshire County Council bring the Museum and Shire Hall together, creating a foundation for a more accessible and sustainable heritage destination when the building reopens in 2027.
Cllr Sara Burch, Monmouthshire County Council’s Cabinet Member for Rural Affairs, Housing and Tourism, said:
The transformation of the Shire Hall in Monmouth is a significant investment in one of Monmouthshire’s most important heritage assets. This project will bring together the Museum’s internationally significant collections with enhanced gallery, learning and community spaces, creating a destination that will inspire residents and visitors for generations to come.
I would like to thank Alliance Leisure and all partners involved for their commitment and collaboration in reaching this important milestone.
The transformation forms part of Monmouthshire County Council’s wider ambition to enhance Monmouth’s cultural and community offer, demonstrating the role that investment in heritage assets can play in supporting vibrant, sustainable places.
Once open next year, the new museum will welcome visitors through an expanded programme of exhibitions, learning opportunities and community engagement activities, while safeguarding Monmouth’s important heritage collections for future generations.
