Delivering on Scotland’s Wellbeing Ambition: From Vision to Reality

Jonny Curley, Director for Scotland

The publication of COSLA’s The Future of Public Leisure and Sport: An Investment in Scotland’s Wellbeing is both timely and necessary. It sets out clearly what many of us across Scotland’s leisure sector already know: public leisure and physical activity are not optional services, they are essential to a healthier nation.

At its core, the paper is a call to shift from crisis response to prevention, to empower local government and to recognise the full value of leisure in delivering national outcomes. Physical activity is positioned as one of Scotland’s most powerful preventative tools, improving health, strengthening communities and supporting economic growth.

For me the vision is compelling, but the challenge now is delivery.

That is where Alliance Leisure is well placed to support Scotland’s local authorities and partners.

From Strategy to Delivery

The five themes outlined by COSLA are practical and necessary. Sustainable funding, inclusion, infrastructure, legislative reform and stronger leadership all require more than ambition. They require delivery expertise and long-term partnership.

We, Alliance Leisure, operate at that point where strategy becomes reality.

Across the UK, we have developed a model that brings together funding, development, design and operational insight to deliver real outcomes. In Scotland, where local authorities are central to leisure provision, this approach is particularly relevant.

Councils do not need more strategy. They need partners who can unlock investment, modernise facilities and create services that meet the needs of their communities.

Enabling Long-Term, Flexible Investment

I see one of the clearest messages in the paper is the need for multi-year funding to stabilise services and support prevention. Short-term funding creates uncertainty, limits workforce development and restricts long-term impact.

Alliance Leisure has a strong track record in securing and structuring investment that supports this agenda. We work with local authorities to develop business cases, unlock capital funding and deliver facilities that are both financially sustainable and socially impactful.

Investment is not just about buildings. It is about outcomes. Increasing participation, reducing inequalities and supporting preventative health all sit at the centre of our approach.

Tackling Inequality Through Inclusive Design

The paper highlights a persistent challenge. Those who would benefit most from being active are often the least active. People in deprived communities, women, disabled people and others facing barriers are not always reached by traditional provision.

Addressing this requires more than programming. It requires thoughtful design and delivery.

At Alliance Leisure, we consider inclusion from the outset. We support the development of facilities and services that are accessible, welcoming and shaped by local need. This includes flexible spaces, co-located services and targeted programmes such as referral pathways and preventative interventions.

We also recognise the importance of the workforce. Facilities alone do not change lives. Skilled, supported staff do. That is why we work with operators to ensure teams have the tools and confidence to engage those who need support most.

Modernising Infrastructure for the Future

Scotland’s leisure estate is under pressure. Many facilities are ageing, costs are rising and expectations are changing.

Alliance Leisure brings significant experience in addressing these challenges. We have delivered new and refurbished facilities across the UK, with a focus on sustainability, energy efficiency and long-term viability.

Modern leisure facilities are not just buildings. They are community assets that bring together health, wellbeing and social connection. This aligns closely with the ambition to create place-based services that support prevention and community resilience.

Unlocking Social Value

The paper rightly highlights the wider value of investment in leisure. The benefits go far beyond participation, contributing to health outcomes, economic impact and reduced demand on public services.

This understanding shapes everything we do across our projects.

We support partners in identifying and demonstrating social value, ensuring that investment decisions reflect the full contribution of leisure. This helps shift the conversation, positioning leisure as a driver of public value rather than a cost.

Turning Ambition into Action

Scotland stands at a pivotal moment. The shift to prevention is essential for the future of public services and the wellbeing of communities.

Public leisure and physical activity are central to that shift.

Turning ambition into action will require investment, innovation and strong partnerships.

Alliance Leisure is ready to support that journey. By combining insight with delivery expertise, unlocking investment and focusing on community outcomes, we can help bring this vision to life.

Because this is not just about facilities. It is about healthier lives, stronger communities and a more resilient Scotland.
